The Australian Federal Police (AFP) section of the Australian Consulate-General Guangzhou has a vacancy for a locally engaged staff to fill the following position:

Investigative Assistant / Translator

Applications are invited from Chinese Nationals. Successful applicant is required to register with the Service Office of Foreign Establishments, Guangdong Province (if not already) prior to commencing employment.

This is a permanent position. Salary for this position will commence at RMB 12,330 (LE 6) per month.

 JOB DESCRIPTION

The Investigative Assistant/Translator works under the general direction of the Consul and Vice Consul of the AFP, providing high level support to the Australian Federal Police Liaison Office. The position works independently and ensures the delivery of a range of services to the A-based officers. The position liaises with internal stakeholders within the consulate. More importantly, provides an essential liaison interface to the Ministry of Public Security and other external law enforcement Chinese agencies. As part of the AFP team, this position is responsible for the strategic planning for the AFP and integral to facilitating AFP and Chinese law enforcement enquiries.

The key responsibilities of the position include, but are not limited to:

• Liaise with key internal and external stakeholders within the embassy, host government agencies and other international embassies and agencies across a range of activities.

• Performing the role of interpreter in high level meetings between AFP Guangzhou and relevant Chinese Government Agencies. Preparation and translation of official and selected written documents such as correspondence, legal, news and commercial documents.

• Provide input and support to senior management on planning, resource management and policy issues. Assist with the development of the AFP China strategy.

• Monitor the contemporary legal law enforcement environment and provide advice to the Beijing Office of changes. Monitor newspapers and the internet and undertake research tasks including the collection and reporting on current issues relating to the AFP and law enforcement matters.

• Provide support and liaison for Ministerial and AFP high level delegation visits

• Manage the AFP’s capacity building projects in China, including the financial management and reporting outcomes

• Provide investigative and administrative support to the Consul (Police Liaison);Organise travel and administrative arrangements;

• Maintain corporate registers including stakeholder matrix, representational and correspondence files.

• Undertake research tasks and assist with projects and miscellaneous tasks as directed.

• Take notes and prepare records of conversations of meetings as required.


SELECTION CRITERIA


1. Qualifications: The applicant will have a tertiary degree, a higher qualification is desirable however not essential. The applicant must have demonstrated organisational abilities, strong persuasive powers and an enthusiastic, proactive attitude to a variety of tasks and workloads. Some experience in an international environment or with international issues would be desirable. Experience of working in a consulate / public administration field is desirable. Experience working with law enforcement agencies is also desirable.

2. Liaison: The applicant is required to be proactive in facilitating the relationship between the Consul (Police) AFP and relevant Chinese Government Agencies. The applicant should possess a capacity to assist in liaison, negotiation and consultation. Specifically, the applicant will be required to arrange appointments with relevant Chinese Government Agencies; maintain and improve relations with Chinese Government counterparts; and keep abreast of changes to staff and policies within the relevant Chinese government Agencies. The applicant would also need to have established or establish regular contacts with Chinese Law enforcement Agencies.

3. Translation: The applicant must be fluent in English and Chinese (Mandarin). The ability to speak Cantonese would be an advantage but not essential. Previous interpreting experience is necessary. The applicant will act as an interpreter for the Consul and Vice consul AFP in meetings and will be required to regularly translate selected written documents such as correspondence, notices, news, commercial and legal documents. Formal qualifications in translating are desirable.

4. Research: The applicant should be computer competent and familiar with Microsoft Office and internet research. The applicant will also be required to provide research support to the Consul and Vice Consul AFP through research of Government, news sources and other information relevant to the AFP and Australian law enforcement agencies.
