The Home Affairs (Immigration) Section at the Australian Consulate-General Guangzhou has a vacancy to fill at the following level:

                       LE5 Expatriate Locally Engaged Integrity Officer (LEIO) – Guangzhou

The Expatriate Locally Engaged Integrity Officer (LEIO) position works under the broad direction of posted Australian officers. The LEIO position plays a critical data and fraud analysis role within the North Asia Regional Integrity Team. The role undertakes detailed analysis of information sourced from multiple data sources to manage and report on visa integrity issues in caseloads across China, including visa cancellations. The role also provides leadership to a small team of Expatriate LEIOs.

Applications are invited from Australian citizens. New Zealand, Canadian, UK and USA Nationals holding a diplomatic visa are also invited to apply. The successful applicants must have or be able to obtain an Australian Government security clearance. The successful applicant(s) will be required to complete relevant pre-employment procedures before commencement.

The vacancy will be filled at the LE5 level with commencing salary ranging between CNY18,714 to CNY 21,829 per calendar month. The monthly salary includes an allowance that equates to the compulsory employer costs of the People’s Republic of China and the Provincial Social Insurance schemes. It also includes Australian Superannuation Guarantee Charge (SGC) (currently 9.5%) paid by the Consulate, i.e. 9.5% SGC payment will be deducted from the monthly salary if the successful applicant is determined to be an Australian resident for taxation purpose by the Australian Tax Office.

The positions are for an initial contract of twelve months, with option for renewal depending on operational need. Locally engaged terms and conditions of appointment apply.

About the Department of Home Affairs

About the position

This position is responsible for identifying, analysing and reporting on border protection issues and updating systems supporting the processing of a wide range of visa caseloads, working with limited supervision.


The key responsibilities include but are not limited to:

• Undertake analysis and provide high level advice on factors contributing to unlawful travel and entry to Australia. 
• Support the Senior Migration Officer in undertaking visa caseload trend analysis and prepare monthly reports.
• Supervise and manage a small team responsible for undertaking a range of visa compliance reporting and follow up activity.
• Prepare and coordinate dissemination of fraud profiles and integrity alerts to other visa staff to assist them in risk managing visa decisions.
• Manage and maintain Departmental systems with fraud and non-compliance information to support border protection outcomes. 
• Exercise decision making delegation in relation to the cancellation of visas and subsequent revocation requests relating to such decisions.
• Manage key stakeholder briefs for Australia-based staff.
• Proactively seek to improve work practices within the Visa Office to reduce the risk of fraud and support staff.
• Manage complex integrity cases including interviewing applicants and agents of concern identified through the visa application processes.
• Mentor and train Visa Office staff and other government and non-government stakeholders.
• Establish and maintain relationships with key contacts including local government, nearby diplomatic missions, Service Delivery Partners and other Australian Government agencies.


Selection Criteria

• Demonstrated ability to communicate effectively in English, both orally and in writing, and to conduct interviews. 
• Ability to undertake the identification and analysis of data and to report findings.
• Ability to use the department’s computerised systems, multiple datasets, Microsoft Excel and Access are highly desirable.
• Capacity to interpret and apply legislation and policy and exercise decision-making delegations.
• Ability to set priorities and organise workloads to achieve outcomes and meet deadlines.
• Ability to guide and lead staff and to work effectively with other team members. 
• Capacity to work flexibly and adapt to changing requirements.
• Applicants must have or be able to obtain an Australian Government security clearance
• Chinese language skills are desirable but not essential.
