VACANCY
The Department of Foreign Affairs and Trade (DFAT) section of the Australian Consulate-General Guangzhou has a vacancy for a locally-engaged staff member to fill the following position:
Community Liaison Officer
Applications are invited from Australian citizens or diplomatic visa holders. Locally engaged terms and conditions of service apply.
The successful applicant will be required to work approximately 10 hours per week on a flexible basis. Salary for this position will be at Expatriate Level 5.3 (RMB 154.51 per hour). This position is classified as Casual Staff and therefore has no leave entitlements. This position is for a contract term until 30 June 2016, with option for renewal of 6-12 months depending on operational need.

Job Description
Responsible for maintaining and advising on settling-in and –out arrangements (including education, spouse employment and other conditions at post) in accordance with DFAT and APS posting guidelines. Provide support and assistance to new Australia-based officer arrivals and collect and maintain current information on living conditions at post as they relate to the interests of Australia-based employees and dependents.
The key responsibilities of the position include, but are not limited to:
• Act as a contact point within the Consulate-General for all Australia-based (A-based) employees, spouses and dependents.
• Liaise with A-based employees, spouses and dependents, post administration and community organisations as required.
• Liaise with A-Based employees, spouses and dependents prior to their arrival.
• Develop and implement strategies to assist new arrivals at post, through the preparation of orientation programs and information packs.
• Collect, collate and update information on living conditions at post, as it relates to the interests of all A-based employees, spouses and dependents.
• Undertake the completion of the Employment Conditions Abroad (ECA) International price and benefits surveys.
• Undertake the annual update of the Guangzhou Post Report.
• Ensure appropriate, accurate and up-to-date filing in EDRMS/TRIM for all CLO matters.
• Liaise with the Senior Administrative Officer and if necessary the DFAT Family Liaison Officer (FLO), on matters that directly affect A-Based employees, spouses and dependents.
• Manage the update and completion of the checklists for A-Based employee arrivals and departures.
Selection Criteria
1. Highly-developed communication and time management skills. Ability to communicate effectively with employees, spouses and dependents as well as post administration.
2. Demonstrated ability to research, analyse, recommend and produce written materials.
3. Ability to develop and maintain a broad network of contacts and resources through the Consulate and the local community.
4. Demonstrated knowledge and appreciation of issues and concerns relating to the interests of Australian government employees, spouses and dependents serving overseas.
5. Experience of at least one overseas posting prior to Guangzhou posting is desirable.
6. Fluent in written and spoken English. Knowledge of Chinese languages would be an advantage.
