DELEGATED DECISION MAKER (Level 6)

The Department of Immigration and Border Protection (DIBP) Section of the Australian Consulate-General Guangzhou is seeking applications from Australian citizens and diplomatic visa holders, for locally engaged expatriate Delegated Decision Makers (level 6).

The successful applicants must have or be able to obtain an Australian Government security clearance. Locally engaged terms and conditions of service apply. The successful candidates will be responsible for their own transfer and ongoing costs associated with working in China. If necessary, the Consulate will provide a letter to assist in obtaining an appropriate work visa for China.

An order of merit may also be established to fill any other short or long-term vacancies that may arise in the next twelve months.

In considering these positions, applicants should make themselves aware of the Australian taxation arrangements for Australian citizens working overseas.

Salary for these positions will commence at RMB 303,825 per annum. The positions are for an initial contract of twelve months, with option for renewal of 6-12 months depending on operational need.

Job Description

LE6 Delegated Decision Makers currently have responsibility for:

• making decisions on complex cases
• demonstrating a keen understanding of the strategic aspects of Australia’s Permanent Entry programme as it applies to the Guangzhou office and broader East Asia region
• contributing effectively towards the management of programme delivery goals, including reporting on statistics and identifying trends in the caseload
• delivering timely, lawful and quality decisions on a range of visa applications within service standards
• developing and maintaining productive and harmonious relationships within the team


Duty Statement

1. Decide visa applications for permanent entry to Australia.
2. Support the PEU Manager and the A-based officer in charge to deliver the programme’s goals in terms of programme delivery, service standards and policy input.
3. Ensure local staff team members are adequately equipped in terms of information, training and skills so each individual can contribute to the overall team objectives.
4. Ensure consistency and quality of visa decisions is maintained.
5. Assist in prioritising and organising workflows within the section to ensure service standards are met.
6. Work collaboratively with other teams, including the Integrity Team, to ensure program integrity is maintained.
7. Assist management to regularly review and refine processes to find efficiencies.
8. Prepare written correspondence including letters, decision records and reports.
9. Communicate with clients and their representatives by telephone and in person.
10. Oversee the maintenance of decision record and letter pro-formas for accuracy and legality.
11. Assist with other duties or projects as operational demands require.

6. Ability to work effectively and with integrity to deliver timely, appropriate, lawful and reasonable outcomes.
7. Demonstrated ability to deal with clients and stakeholders in a courteous and professional manner.
8. Good knowledge of computer applications with an ability to work with Consulate-specific and DIBP-specific software.
