The Immigration Section at the Australian Consulate-General Guangzhou has vacancies for locally engaged staff to fill the following positions:

                                                    Expatriate Decision Maker (Level 4)

                                                                                      &

                                              Integrity and Cancellations Officer (Level 4)

 

Applications are invited from Australian Nationals and holders of diplomatic visas. The successful applicants must have or be able to obtain an Australian Government security clearance. The successful applicant(s) will be required to complete relevant pre-employment procedures before commencement.

The successful candidates will be responsible for their own transfer and ongoing costs associated with working in China. If necessary, the Consulate will provide a letter to assist in obtaining an appropriate work visa for China. In considering these positions, applicants should make themselves aware of the Australian taxation arrangements for Australian citizens working overseas.

Salary for these positions will commence at LE4 Level. The positions are for an initial contract of twelve months, with option for renewal depending on operational need. Locally engaged terms and conditions of appointment apply.

About the Department of Home Affairs

The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia's national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions.

The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General's Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet.

                                                                                          Expatriate Decision Maker

             JOB DESCRIPTION

The LE4 decision maker works within a large team comprising of both locally engaged visa processing officers and other expatriate decision makers. The LE4 decision maker’s role is to analyse and assess all available information before producing lawful, high quality decisions on visa applications across a range of visa subclasses. The LE4 Decision Maker provides leadership to locally engaged visa processing officers to ensure applications are finalised within global service standards.

The key responsibilities include but are not limited to:

  • Produce high quality and lawful decision records in respect to applications made for Australian visas;
  • Interpret and apply legislation, policy and departmental guidelines;
  • Conduct analysis and research, drawing on internal databases and open source material;
  • Provide a high level of support to Australian-based staff;
  • Mentor locally engaged staff;
  • Conduct investigative interviews and undertake site visits;
  • Identify and appropriately escalate issues of integrity concern;
  • Maintain electronic and paper records in accordance with government standards;
  • Be flexible to change and contribute to the continuous improvement of the workplace.

     

    SELECTION CRITERIA

  • Hold or be able to obtain an Australian Government security clearance and adhere to high ethical standards, consistent with the role as a representative of the Australian Government;
  • Have a sound understanding of the department’s priorities;
  • Strong oral and written communication skills, including the ability to prepare high quality correspondence and decision records;
  • Strong interpersonal skills with an ability to build productive working relationships in a culturally diverse environment;
  • Demonstrated analytical skills with an ability to interpret complex legislation and apply sound judgement;
  • Ability to plan, manage and deliver outcomes within tight deadlines.

 

                                                                                Integrity and Cancellations Officer

 

           JOB DESCRIPTION

Under general direction, this position is responsible for assisting Australia -based Officers in managing and reporting on integrity issues within the temporary and permanent entry visa caseloads. The position is also responsible for undertaking visa cancellation activities within the Guangzhou Integrity Unit.

The key responsibilities include, but are not limited to:

  • Undertake work associated with the identification, analysis and reporting of factors contributing to unlawful travel and entry to Australia.
  •  Coordinate the management of identified non-compliance cases, including the recording of information in DIBP systems.
  • Prepare and disseminate reporting relating to non-compliance.
  • Monitor and report on caseload trends, preparing and circulating fraud profiles, integrity alerts and trend analysis.
  • Support decision makers and visa assessors to identify caseload fraud, use integrity checking procedures and be aware of fraud trends, including by providing staff training.
  • Assist in the management of the day to day functioning of integrity systems and work with internal visa processing and information programs.
  • Review visa cancellation recommendations and exercise powers to cancel in accordance with legal requirements, policy and processes. Manage complex cases presenting border security and compliance risks, interviewing individuals, as necessary.
  • Identify sensitive cases and appropriately escalate.
  • Witness DNA-sampling.
  • Undertake others duties as required.

         SELECTION CRITERIA

  • Excellent written and oral English language skills with the demonstrated ability to communicate at a high level including complex decision records and report writing skills.
  • Demonstrated highly developed work planning and organisational skills, both individually and as part of a team.  Ability to work effectively, cooperatively and flexibly in a team environment, demonstrate initiative, respond to priorities and meet deadlines.
  • Ability to implement and manage change. Ability to apply initiative, flexibility and the willingness to promote continuous improvement and actively pursue the implementation of change in the organisation.
  • Ability to develop productive relationships and appropriately open communication with others in the organisation.
  • Demonstrate the ability to interpret and apply DIBP legislation and policy and exercise decision-making delegations.
  • Demonstrated ability to exercise sound judgement in particular relating to complex and sensitive situations.
  • Ability to use computerised systems, multiple datasets and proficiency in Microsoft Excel is highly desirable.
